It happens that, in spite of all the time and effort spent into it, nothing but complaints is heard from the business division when the system finally goes into operation.  It’s been a long time since we attributed such trouble to “vague definition of needs.”  Simply learning techniques for defining needs, however, will not instantly change the situation.  What is important is for the IT division and the business division to work together to clarify for what purposes the system is going to be built.
